Why an HSE Appointed Doctor matters
Certain workplace exposures are regulated so tightly that the law names who can carry out the medical: a Doctor individually appointed by the Health and Safety Executive. A GP, an Occupational Health nurse or a standard OH provider cannot certify workers for licensable asbestos work, significant lead exposure or classified radiation work. If your workers need these medicals, you need an Appointed Doctor — and most employers in Central Scotland currently travel, or fly one in.

Asbestos Medicals — Control of Asbestos Regulations 2012
Workers carrying out licensable asbestos work require a medical examination by an HSE Appointed Doctor at least every 2 years, including a respiratory questionnaire, clinical examination and lung function testing. Workers doing notifiable non-licensed work (NNLW) require a medical at least every 3 years. We issue the certificate of medical examination your licence assessments and audits will ask for. Lead medicals — Control of Lead at Work Regulations 2002
Employees significantly exposed to lead — smelting, battery work, demolition and paint stripping on older structures — require medical surveillance including blood-lead monitoring, normally at least annually. The Appointed Doctor sets individual review intervals and advises on suspension levels before they become enforcement issues.
Ionising radiation medicals — IRR 2017
Employees designated as classified persons under the Ionising Radiations Regulations 2017 — industrial radiography, nuclear, some NDT and healthcare roles — require an initial medical before classification and a review of health at least annually, recorded in the dose record held with your approved dosimetry service.

What is an HSE Appointed Doctor?
An HSE Appointed Doctor is a physician individually appointed by the Health and Safety Executive to carry out statutory medical surveillance under specific regulations — asbestos, lead and ionising radiation among them. Only an Appointed Doctor (or HSE medical inspector) can certify workers for this work; a standard GP or Occupational Health nurse cannot.
How often are asbestos medicals required?
Under the Control of Asbestos Regulations 2012, workers doing licensable asbestos work need a medical by an HSE Appointed Doctor at least every 2 years. Workers doing notifiable non-licensed work (NNLW) need a medical at least every 3 years.
What does lead medical surveillance involve?
Under the Control of Lead at Work Regulations 2002, workers significantly exposed to lead need surveillance by an HSE Appointed Doctor, including regular clinical assessment and blood-lead monitoring, normally at least annually and more often where blood-lead levels require it.
Who needs an ionising radiation medical?
Employees designated as classified persons under the Ionising Radiations Regulations 2017 need a medical assessment by an HSE Appointed Doctor before classification and a review of health at least annually thereafter.
